The "royalty" here is now fake, dragon owls are now specially chosen to up hold these false positions. They do not really have any power, but they have the illusion of power and importance. The dragon owls are at the palace as part of their Phonqua, a punishment to make up for their wrongdoings in the past. They are really afraid of breaking Phonqua, and are quite content with their lives. To most owls, it seems frivolous and useless, but the dragon owls enjoy the lavishness and grandeur. This is were they live out their lives.
